Why are the project limits stopping before the Maryland line and not extending to SR 896?
The Westown Master Plan area is within the Middletown town limits and is the area identified as an appropriate area for development under the State Strategies for Policies and Spending. DelDOT has other planned projects in the area that will upgrade the surrounding roads.

Why are we installing roundabouts? Do they work?
For this type of roadway, and considering the expected traffic volumes roundabouts have been shown to be effective in their ability to circulate traffic while reducing the severity of accidents. They also provide traffic calming and act as gateways to local communities.

Will there be a U.S. 301 bypass and if so, when?
A study to determine the need for a bypass is currently underway. Please see the U.S. 301 site for more information.

What are the advantages of doing a master plan?
This approach will allow for a more efficient way of allocating resources. Overall traffic patterns for a larger area can be modeled and improvements designed to support the proposed growth, instead of a collection of piecemeal projects in the area. Recourses such as stormwater ponds and utility corridors created to minimize impacts to open areas and bicycle/pedestrian routes developed for the entire area. When will all of the development and roadwork be constructed?
The roadway improvements will be constructed in conjunction with the proposed development. The first roadway projects are scheduled to begin in 2006. No development will be allowed to open without meeting the safety and operational requirements of DelDOT and the Town of Middletown. All roadway projects are expected to be completed by 2010. Some developments will be completed in the next couple of years while other may continue for a period of time after the roadways are completed.

Will this project take into account other forms of travel – bicycles, pedestrian, transit?
All modes of transportation have been included in the plan. Area wide pedestrian and bicycle connections will be provided through the developments. Transit stops will be placed in the developments and at commercial centers. A commuter rail station is also currently being studied along Industrial Boulevard to provide alternative connections to the north.

What type of development is proposed?
A wide variety of development is proposed. New schools, parks, retail centers, mixed use housing and employment centers are all currently being proposed. (See the land use section for more detail)

Will the railroad bridge on St Annes Church Road be replaced?
DelDOT has a project scheduled to replace the railroad bridge. The bridge project is not a part of the Westown project but will be coordinated with the Westown project.
